REFERENCE NO: IGAD/CONS/2022/0001

  1. The Intergovernmental Authority on Development (IGAD) is a regional economic block in the horn of Africa which was created in 1996 and it has 8 member states that is Djibouti, Eritrea, Ethiopia, Kenya, Somalia, Sudan, South Sudan, and Uganda. It has the Divisions of; Agriculture and Environment Protection; Economic Cooperation and Regional Integration; Health and Social Development; Peace and Security; Planning, Coordination and Partnership; Administration and Finance and various Specialized Institutions in the various member states; with several projects/programs. IGAD’s operations are facilitated through Member States funds and Development partners. IGAD also partners with relevant actors at local, national, regional, and global levels that have similar mandates for achieving sustainable development in the region. Its headquarters is based in Djibouti.

IGAD’s vision is to be a resilient, peaceful, prosperous, and integrated region where citizens enjoy high quality of life. Its mission is to promote regional cooperation and integration to add value to Member States’ efforts in achieving peace, security, and prosperity. The work of IGAD is co-coordinated through a Secretariat which is headed by an Executive Secretary. The Executive Secretary has the responsibility to submit annual audited financial statements of the Secretariat to the Council of Ministers.

  1. The financial statements of the Secretariat are prepared in accordance with Generally Accepted Accounting Practice, the Financial Rules, and Regulations of IGAD and relevant Rules and Regulations of Cooperating Partners, as appropriate. The accounts are required to be audited by External Audit Firms registered with the relevant Accountancy Council of the country where the firms are based.
  2. IGAD has accelerated financing from the member states and other donors and intends to apply a portion of the proceeds of this grant to eligible payments under this contract, for which this Request for Expression of Interest is issued.

The consulting services (the Services) include concurrently carrying out annual audit reviews for: (1) IGAD’s and its specialised offices and projects covering the financial years 2022-2024 and (2) specific audit of the Statement of Expenditure (SoE) of the IGAD for the aforementioned reporting periods.

  1. IGAD now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the above consultancy Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria for the firm are:
  • A member of a National Registered Supervisory body and commits to follow International Federation of Accountants (IFAC) standard of Auditing and Reporting.
  • At least 10 years’ experience in conducting Audit of programmes and projects that are donor funded by National and/or International Donors and Institutions.
  • Experience of conducting audits in IGAD region with Sufficient knowledge of relevant laws, regulations, and rules in IGAD Member States.
  • Evidence of at least 5 previous assignments of similar nature and scope in the last 7 years.
  • Availability of qualified and skilled personnel in Public Audit and Public Accounting.

5.  Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The type of association whether a joint venture or a sub consultancy should be clearly indicated in the Expression of interest.

6.  A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) procedure for the selection of consultants contained in the IGAD Procurement Manual.
